Park City EMT offers insight on ambulance service

The City of Laurel needs to address the issue of putting more effort on a full time, paid, ambulance service. With a thousand calls a year, the city can well afford to staff full time EMTs, Paramedics, or advanced EMTs.
As I was driving past Laurel, I saw the Park City ambulance at Walmart with the lights flashing, apparently covering for Laurel. This happens more then the citizen realizes.
Right now, Laurel relies on a mostly volunteer force and there are just too many calls for them to adequately respond to.
If the city council does not think it can afford a full-time paid ambulance service, does it think it could afford a lawsuit from someone who could not get timely care when needed?
