Warrants served with BDP assitance

Laurel Police Department Det. Jason Wells saw partial resolution of two of his cases with the jailing of the suspects. In both cases, the warrants for the arrests were served in Billings with assistance from Billings Police Department officers on Wednesday, Dec. 28.
At 6:17 p.m., Det. Wells arrested Troy Tippetts Hagel. The 47-year-old man, previously from Laurel, was arrested on suspicion of three counts of felony sexual assault. A 13-year-old reported being abused by the subject for over a year. He is being held on a $100,000 bond at the Yellowstone County Detention Facility. Hagel was scheduled to be arraigned in Judge Mary Jane Knisely’s court on Wednesday.
At 7:14. p.m. on the 28th, Det. Wells made a second arrest in Billings, with assistance from BPD officers when he served an arrest warrant on Terry Lanette Stokes. The 33-year-old woman is facing charges of exploitation of a person with a developmental disability, forgery and four counts of deceptive practices.
According to court records, Stokes was given power of attorney over her ill step-father, who lives in Laurel, in 2011. She then allegedly emptied the victim’s bank account and ran up charges on his credit cards. The total amount she took was almost $72,000. Stokes also stole the victim’s belongings including guns, vehicles, furniture and tools. She was also scheduled for arraignment Wednesday in District Court.
